I've got an '87 Ranger, which is the same vehicle, except with a different body and stretched frame.  If you've got the 2.9L, your truck should be identical to mine, so here it goes:

You should have 2 fuel filters on that vehicle.   There is one in the tank, with the feeder fuel pump.   There is a second, standalone, high-pressure fuel pump, mounted on the left frame rail (driver's side).   Mine is located just behind the front door, so look in that general area.   You will also notice that there is a barrel-filter on that same frame rail, forward of the 2nd fuel pump.   It should be protected by some sort of steel cover, and mounted just behind the driver's wheel well.

Hope this helps you out....
